Brown Butter Cookie Dough Layer

2/3 cup brown sugar
2 tablespoons heavy cream or coconut milk
1 1/2 teaspoon vanilla extract
1 cup flour
1/4 teaspoon salt
1/2 -3/4 cup mini chocolate chips
Top chocolate layer
